5 STEPS TO WORKING WITH YOUR SCHOOL BOARD (AND WHY YOU SHOULD), AN ARTICLE BY GREATSCHOOLS.ORG

Board of Education?

Have you wondered how a Board of Education works? Did you know parents and community members are welcome and encouraged to attend general meetings?

Here are a few basics of FPS Board of Education information from the district website:

"The Board of Education serves as a trustee for the Farmington Public School District. Board members express and represent the views of the community in matters affecting education. They set policy, approve educational goals and curriculum changes, and act on recommendations of the Superintendent of schools. The Board has fiscal responsibility for approving the annual budget and maintaining a balanced budget at the end of the year.

Meetings

Board of Education meetings are generally held the first and third Tuesdays of the month at the Lewis Schulman Administrative Center, 32500 Shiawassee Street, Farmington. Attendance is welcomed. Regular Board of Education meetings are cablecast LIVE on Spectrum TV-10 (Channel 16 in West Bloomfield) and streamed LIVE online (To view the board meetings online, please follow this link to Stream Board Meetings, then choose the "Live" tab on the right, then click "Play."  Please note that there may be a short delay between the programming on air and the livestream.). Meetings of the Board are conducted for the purpose of carrying out the business of the schools and, therefore, are not meetings of the public and the Board, but Board meetings held in public.

Meetings are cablecast LIVE on TV-10 and live streamed on the District's website.

Community Input
Individuals are encouraged to attend and participate at Board meetings. “Public Comments” on the agenda is intended to provide individuals an opportunity to address the Board of Education. Those who wish to do so are asked to complete a request card, available at the back of the room. In the interest of fairness, the Board requests each speaker to limit comments to five minutes. Issues may be referred to the Superintendent for investigation, study and response.

Guidelines for Public Participation at Board Meetings (FPS Bylaws & Policies Sec. 1002)

The Board will establish guidelines concerning public participation at Board meetings. The guidelines will include, but not be limited to:

• Limiting the time any individual may address the Board.

• Requesting individuals who wish to address the Board to identify themselves, their address, and any organization they may represent.

• Advising the public that, generally, the Board and individual Board members will not directly respond to comments or questions that arise during the public participation portion of the meeting.

• Requiring individuals who wish to address the Board to direct their comments to the entire Board and not to individual Board members, the Superintendent, other School District employees or members of the audience.

• Prohibiting behavior that is intemperate, abusive, defamatory or discourteous or that otherwise interferes with the orderly conduct and timely completion of the Board meeting. Contents 6 of 37 • Excluding from the meeting an individual who engages in conduct that constitutes a breach of the peace.
